Direct answer: Short-term health insurance is not ACA-compliant major medical coverage and does not replace comprehensive insurance. Policies can exclude pre-existing conditions, maternity, mental health, prescription drugs, and other essential benefits. They may cap payouts and use medical underwriting. Exact exclusions depend on the policy. Compare any gap coverage against Marketplace or COBRA options before you enroll.
How is this different from the full short-term guide on this site?
The short-term health insurance guide covers costs, limits, duration rules, and when an ACA plan or COBRA is the safer comparison. This page isolates exclusions: what these contracts commonly do not cover. Read both before you treat short-term coverage as a substitute for major medical insurance.
The CMS short-term insurance fact sheet explains that short-term, limited-duration insurance is not subject to all federal protections that apply to comprehensive individual health insurance.
Which gaps show up most often?
Pre-existing condition exclusions are common: care related to a condition you already have may be denied. Essential health benefits required of ACA plans, including maternity, mental health, and many prescriptions, may be missing or tightly limited. Preventive care that an ACA plan would cover may not be covered. Dollar maximums and duration limits can end benefits while treatment is still underway. None of those items is theoretical; they are contract terms you must read.
Does short-term coverage create a Marketplace Special Enrollment Period when it ends?
Short-term policies are not qualifying health coverage, so losing one generally does not open a Marketplace Special Enrollment Period. Confirm the event on HealthCare.gov Special Enrollment guidance. Do not buy a short-term policy as a strategy to manufacture a later Marketplace enrollment without reading those rules.
When should I compare ACA or COBRA instead?
If you have ongoing treatment, expensive prescriptions, a pregnancy, or a doctor you must keep, start with ACA or COBRA. See coverage outside Open Enrollment, COBRA versus Marketplace, and the short-term medical information page.
These products are not comprehensive coverage
Short-term, limited-duration insurance is not a substitute for ACA-compliant major medical coverage. It is not ACA-compliant, may use medical underwriting, and can exclude pre-existing conditions, essential benefits, and other care. Eligibility, exclusions, benefit limits, provider access, and effective dates depend on the specific policy.
What underwriting questions change the exclusion list?
A "yes" on a health question can lead to a declination, a rider, or a pre-existing condition exclusion that lasts for the entire short contract. Two applicants can receive two different outlines of coverage. Never shop from a colleague's policy.
How long a policy can last, including renewals, depends on the policy and on Florida law. A 2024 federal rule set shorter limits, but in August 2025 federal agencies said they would not prioritize enforcing it while they write a new rule. Read the term and renewal limits in the policy itself. A short contract is not a rolling substitute for ACA coverage year after year without reading those limits.
If you have a Marketplace Special Enrollment Period, compare the ACA plan first. Short-term coverage is not the default bridge.
How does this compare with a Marketplace gap?
If you have a Special Enrollment Period, compare an ACA-compliant plan first. If you are waiting for Open Enrollment with no event, the wait is uncomfortable, but a short-term contract is still not major medical coverage. See coverage outside Open Enrollment.
COBRA may be available after a job-based loss and keeps the same group contract for a limited time if you elect it. That is a different legal path from short-term insurance. See COBRA compared with a Marketplace plan.
Read the outline of coverage, not a summary card. If a category is missing, assume it is not covered until the form says otherwise.
What to do next
Request the policy exclusions, pre-existing condition definition, and maximums in writing. Then compare a Marketplace plan if you have an enrollment window. David Huff, a licensed Florida health agent, can review both paths. Call (863) 640-3102 or use Get Help.
